Based on my own interpretation (not necessarily true, but what I believe) the universe is 100% deterministic. As far as states coming into existence, I would make reference to the shitty drawings I made toward the end of the article. What I’m trying to show there is that state 2 doesn’t necessarily “come into existence.” Let’s say there are 100 particle positions, and 50 go left and 50 go right, there is a divergence there and the 50 on the left continue interfering with each other and the 50 on the left continue interfering with each other, but we don’t necessarily have to create new energy to accommodate the states of the left slit or right slit, it’s just a divergence of the energy states which already existed prior to arriving at the slits
